Top Skills Recruitment Ltd., hereinafter referred to as the “Company”, is a legal entity operating as a registered intermediary on the basis of Art. 28, para. 5 of the EPA and Art. 5, item 1 of the Ordinance on the terms and conditions for carrying out intermediary activity for employment in the Republic of Bulgaria, with registration № 2399 / 15.11.2017 with indefinite validity. Registration № 2477 / 12.03.2018 for foreign countries, with indefinite validity.
Top Skills Recruitment Ltd. is an administrator of personal data that are processed during or on the occasion of carrying out its usual activities as a registered intermediary, as well as in the presence of legal grounds for this.

II. Purpose and grounds for processing personal data
Categories of processed data.
Top Skills Recruitment Ltd. in exercising its powers arising from its registration as an intermediary under Art. 28, para. 5 of the Employment Promotion Act and Art. 5, item 1 of the Ordinance on the terms and conditions for carrying out intermediary activity for employment in the Republic of Bulgaria, collects and processes personal data in connection with the following main activities:
- Carrying out intermediary activities for personnel selection and human resources management;
- Informing and consulting jobseekers and employers;
- Guidance and assistance for starting work in the Republic of Bulgaria and / or abroad;
- Providing assistance to job seekers and employers offering jobs;
- Selection and training of staff;
- Temporary Employment;
- Staff leasing;
- Providing experts - selection of staff to work on-site and entirely for the client;
- Organizing trainings, career counseling and career development services;
- Consulting services;
- Trade representation and mediation;
- Trade and intermediary activity;
- Management, evaluation and improvement of the company's activity;
In connection with the activities described above, if you are a job applicant and / or are applying for a specific vacant position, we will use the data provided by you, described in these data protection policies, in order to provide opportunities and proposals for work and career development.
In exercising its powers, Top Skills Recruitment Ltd. processes personal data of job candidates, only if there are one or more grounds for data processing under Art. 6, para. 1 of the Regulation.
In these cases the processed data are related to:
- The physical identity of the subject (names, email address and telephone number);
- Economic identity of the entity;
- The social identity of the subject;
- Data on the subject's judicial history (where applicable);
- Data on the education and professional qualifications of the subject, such as type and degree, specialty, duration;
- Data on acquired qualifications;
- Information on language proficiency and other skills, such as: foreign language proficiency, computer skills, other skills related to the offered positions;
- Data on the subject's experience, such as: information on the activity performed by the subject in the past - identical or similar to the vacancies offered by Top Skills Recruitment OOD or its partners;
- Details from the motivation letter, in view of the necessary assessment of whether you are motivated for the offered job;
- Other data related to the specifically offered positions, as the listed data are used for the purposes for which it is provided in the respective law or other normative act.
For the purposes of personnel administration (human resources management) and financial and accounting reporting, Top Skills Recruitment Ltd. processes personal data pursuant to Art. 6, para. 1, p. “C” and Art. 9, para. 2, p. “B” of the Regulation of job candidates, employees and individuals, contractors and representatives of legal entities – contractors. The categories of data processed are data on physical and social, family and economic identity, data on judicial background and health status of individuals (where applicable).
In case Top Skills Recruitment Ltd. processes personal data with the consent of the subject, personal data are processed only if the persons have freely, specifically, informedly and unambiguously expressed their consent to the processing.
The processing of personal data is carried out for the specific purposes determined by law, as the data are processed lawfully and in good faith and may not be further processed in a manner incompatible with these purposes.
Categories of data recipients outside “Top Skills Recruitment” Ltd.
Top Skills Recruitment Ltd. does not disclose and provide personal data to third parties and recipients, unless there is a legal basis for obtaining the data or the data are not publicly available due to their inclusion in a public register.
Apart from the cases of general availability of the data included in a public register, recipients of data according to the specific case may be:
- State bodies and bodies entrusted with public functions, within their powers (NRA, NSSI, Ministry of Interior, PEA, DUI, etc.) if there is a legal basis for this;

Term for storage of personal data.
Top Skills Recruitment Ltd. processes your personal data for a period of minimum duration, in accordance with the purposes of processing and in accordance with the principle of limitation of storage.
For a period of 50 years the data related to the insurance relations between the company and the employees are stored.
The remaining data are stored for a period of between 2 months and 5 years, depending on the type of data determining the legal obligation for processing, including their storage.
Rights of data subjects.
Top Skills Recruitment Ltd., acting through its manager, has taken measures to protect the personal data of all individuals – data subjects in accordance with the requirements of Regulation 2016/679, which are aimed at ensuring the rights of subjects whose personal data are processed, namely:
- Right of access;
- Right to correct inaccurate or incomplete data;
- Right of deletion (right to be forgotten), if the conditions of art. 17 of REGULATION 2016/679 are applicable;
- Right to limit processing;
- Right to data portability, if the conditions for portability under Art. 20 of REGULATION 2016/679 are applicable;
- Right to object, if the conditions of art. 21 of REGULATION 2016/679 are applicable;
- The right of the data subject not to be the subject of a decision based solely on automated processing, including profiling.
You can exercise the above rights by submitting a request to Top Skills Recruitment Ltd. (filed in writing or electronically), in which you should specify your specific and justified request. The request should be signed and sent to the address of Top Skills Recruitment Ltd., described above.
Right to appeal to the Commission for Personal Data Protection or to the court.
If you believe that your rights under Regulation 2016/679 have been violated, you can file a complaint to the Commission for Personal Data Protection or to the competent Administrative Court.

In exercising its powers as a registered intermediary under Art. 28, para. 5 of the EPA and Art. 5, item 1 of the Ordinance on the terms and conditions for performing intermediary activity for employment in the Republic of Bulgaria and abroad, “Top Skills Recruitment” Ltd. processes personal data of job applicants and may provide processed personal data to partners and partner organizations in the EU and third parties, only if there is one or several of the legal grounds provided for in Art. 6, para. 1 of Regulation 2016/679.
Top Skills Recruitment Ltd. takes all necessary measures to provide the data subject with any information under Articles 13 and 14 and any communication under Articles 15-22 and 34 of Regulation 2016/679 relating to the processing.
